COMPANY'S MODEL: RIGHT STAFFED or UNDERSTAFFED?

Having a strategic plans or staffing model in handling people in an organization is an important factor for every company. This is to withhold the objective that the organization is going onward increasing its demands in the marketplace. It is the responsibility of every company to ensure that they are complying with laws on employee relations to provide equal opportunity and potential wages for rightful positions. 

Each or most company deals with what they called "employee projection". This measures or forecast the number of employees needed equal to volume of projects. Organization strive for in projecting staff availability and staffing requirements to ensure that they are not overstaffed or understaffed which might cause a negative impact on the company objectives.

Overstaffed in the sense that the number of employees are more than the task provided. This resulted to employees standing around with nothing to do. And understaffed when the number of employees are less than to the amount of job projected. The outcome resulted to unfinished job or work being completed late.

This is good because the company is planting a seed to bloom and to be fruitful. However, sometimes to much water destroys its fruits and loses it. Isn't it? What I'm trying to point out is that balance within its model should be closely monitored. For me right staff exist when a team of employees is able to deliver the job in a timely manner without hitting the quality in danger. 

I have read an issue in a forum regarding the extending of hours in work. I guess its okay to work overtime however as I visualize the picture while reading it, 3 hours everyday would be very stressful, indeed. There is a question within him if "It is legal for the company to force an individual to render overtime work?" who is also planning to file for complaint in HR. Sad to say unto his frustration, force overtime is elaborated in Article 89 of labor code which states that:  

"SECTION 10. Compulsory Overtime Work. — In any of the following cases, an employer may require any of his employees to work beyond eight (8 hours a day, provided that the employee required to render overtime work is paid  the additional compensation required by these regulations:

(a) When the country is at war or when any other national or local emergency has been declared by Congress or the Chief Executive;
(b) When overtime work is necessary to prevent loss of life or property, or in case of imminent danger to public safety due to actual or impending emergency in the 
locality caused by serious accident, fire, floods, typhoons, earthquake, epidemic or other disaster or calamities;
(c) When there is urgent work to be performed on machines, installations, or equipment, in order to avoid serious loss or damage to the employer or some other causes of similar nature;
(d) When the work is necessary to prevent loss or damage to perishable goods;
(e) When the completion or continuation of work started before the 8th hour is necessary to prevent serious obstruction or prejudice to the business or operations of the employer; or
(f) When overtime work is necessary to avail of favorable weather or environmental conditions where performance or quality of work is dependent thereon.

In cases not falling within any of these enumerated in this Section, no employee may be made to work beyond eight hours a day against his will."

Come to think of it, if I'm to ask for, there is something missing in our labor law code. It must be well-defined. It does not specify the length of  time an individual should rendered. I believe limitations should be added because if not, many might get sick most especially if the company does not think of the welfare of the people or when this authority is being abused. The law somewhat lay a foot on the rights of the individual to say "no" if he doesn't not want to due to valid or considerable reasons.

If overtime is badly needed everyday until months from now, then I believe there is an unbalance structure in employee projection which should be taken cared for by the company on the first place upon an anticipation of projects increase. Efficiency decreases when an individual is under stress and so next putting quality into danger. Then I may say, the company is undergoing understaffed.

Hard to say because I myself is not a human resource expert, but one thing must be done, employees health should be given a priority and all things shall follow.
